From Denver: An analysis of state implementation plans to reduce ground level Ozone in Colorado
 
Abstract: Since 2004, the state of Colorado has created multiple State Implementation Plans that have unsuccessfully predicted ozone attainment according to various EPA standards. By interviewing more than a half dozen stakeholders and decision makers involved in ozone SIP rulemaking, we examined shortcomings in the SIP process. We found that ozone precursor measurement and the modeling of attainment could be improved by more investment of state staff time and resources. Structural issues with the way the process is organized in Colorado limit optimum overlap between state (Air Pollution Control Division) and quasi-state (Regional Air Quality Council) agencies during the SIP process. Finally, we suggest that state political leaders need to take more of a leadership role to deliver lower ground-level ozone levels and bring Colorado back into attainment with EPA standards.

Much of her work involved taking complex topics and translating them into compelling stories for a general audience. As an urban planner, Grace is passionate about accurately communicating technical, scientific information in a relatable, easy-to-understand way. From Kaohsiung: Researching the Kaohsiung Archive: practice and reflection
 
Abstract: Kaohisung, Taiwan is a highly industrialized port city in southern Taiwan. The mix of pollution sources in Kaohsiung makes air governance particularly challenging, as does the importance to Taiwan’s national economy of the many Taiwanese corporations operating in the city. In recent years, initiatives to move from a brown to green economy have continued to develop, and are important to document, analyze, and support. This is the goal of the growing Asthma Files Kaohsiung Archive, which this presentation will focus on. 
 
Presentation by Professor Wen-Ling Tu and her students at National Chengchi University’s Department of Public Administration. Professor Tu’s group studies industrial hazards, environmental governance and different visions for a just transition in Taiwan.
